The Waterloo comprehensive planning effort is essentially a three part endeavor. A series of background reports specific to the Waterloo area contain information,

element, the Introduction, outlines the reasons for land use
planning. the process by which it is done. and the Citizens'
Involvement Program. The second element, the Inventories,
describes the existing conditions concerning a variety of

future requirements. The third element identifies the goals

City wishes to happen over the next two decades. The fourth

Antelope to serve as the guiding document for all future land use
decision. It is designed to do several things: to insure the future
livability, so that Antelope is at least as nice to live in

This document represents the first major revision of the 1982 Oregon City
Comprehensive Plan. From 2002 to 2004, many, many citizens dedicated
hundreds of hours assisting the City Commission, Planning Commission,
and City staff revise the plan and the City Development Code
(Title 17 of the City of Oregon City Municipal Code). The effort included several
open houses, many work sessions, and several well-attended public hearings. The
plan reflects the comments, suggestions, and vision of Oregon City residents and
expresses that vision in its land-use policies, regulations, and map designations.
Oregon City’s Comprehensive Plan and implementation ordinances must
comply with applicable Statewide Planning Goals adopted by the Land Conservation
and Development Commission as the result of a 1973 state law. The
plan must also comply with the relevant portions of Metro’s 1998 Urban Growth
Management Functional Plan.
The plan is intended to do more than simply meet the requirements of the
law, however. The City Commission firmly believes that the plan is necessary
to protect and maintain the quality of life and social and economic vitality of
the community. The City Commission understands that good planning is necessary
to ensure that land resources are thoughtfully and efficiently used, that
public services are cost-effective and adequate, that natural and historic
resources that help define the city’s character are protected and preserved, and
that citizens will have continuing influence on the on-going decisions about the

The Tualatin Plan is unique in that it involves a single document integrating both the traditional comprehensive plan and zoning ordinance into a single development code. This direction is followed in the land use mapping by having only one map with planning districts rather than a zone map and a plan map. With this approach, Tualatin has given a very strong legal authority to its planning programs....The Tualatin Development Code provides a common format in one document for the various plans, codes and ordinances that Tualatin has or is adopting related to the physical development of the City. The purpose of this Code is to provide citizens, developers and contractors with a more easily understood document that clearly identifies the requirements for any kind of physical construction within the City of Tualatin. The Tualatin Development Code is divided into 3 parts. The first part is the Tualatin Community Plan, the City's official comprehensive plan. The Plan encompasses the City's planning efforts regarding land use, transportation, and public facilities to the Year 2000. The second part is the Tualatin Urban Renewal Plan, which is the detailed plan of development for the City's urban Renewal Area. The third part consists of the Planning District Standards which relate to such matters as permitted land uses, lot sizes, yard setbacks and height requirements.

The three basic purposes of this Plan are (1) to encourage desirable growth, (2) to
accommodate anticipated development, and (3) to make provisions for those uses which may be
needed by a community, but which may have such undesirable characteristics as noise, smoke, or
odor.
The Plan can be used to encourage desirable growth in that it identifies those uses which are
wanted, and provides areas for their development. Anticipated development, as projected in the
Plan, can be accommodated by constructing those road and utility improvements which will be
needed in order for that development to be realized. The Plan has also attempted to provide for
the location of those uses which may have undesirable characteristics, but are needed in the

The purpose of this Plan is to guide the physical development of the City. Following this
introduction, the text of the Plan is presented in four major sections that provide a framework for
land use decisions. The four sections are:
A. Citizen Involvement – this section describes the City’s on-going citizen
involvement program.
B. Urbanization – this section defines where and when urban level development will
be permitted and recognizes Metro’s authority relative to the regional urban
growth boundary.
C. Public Facilities and Services – this section determines what facilities and services
must be available to support urban development, and therefore, further defines
when development can occur.
D. Land Use and Development – this section determines future zoning and how a
parcel of land may be developed. It provides basic standards for residential,
public, commercial, and industrial uses and establishes general planning districts
for each of these types of uses. The planning districts are visually represented on a

Oregon Supreme Court decisions have clarified the importance of comprehensive plans by determining that implementing ordinances must be subordinate to comprehensive plans. Because of the extreme importance of the plan to Columbia City, the planning process shall ensure that:
1. An adequate factual data base is developed.
2. A broad-based Citizen Involvement Program (CIP) is initiated.

The extensive chapter on “Estuary & Shorelands Policies” is a separate section, as is the
“Transportation System Plan” material added in October 2003.] Includes amendments in October 2003 that
incorporated the new Transportation System Plan. Chapter 5 of the TSP was made a section of the Comp
Plan, and the entire TSP became an Appendix to the Comp Plan. The TSP is a bulky document, is in a
separate report, and serves as the City’s Street and Transportation Master Plan.
In June 2006, the Council adopted five new sections to the Comp Plan based upon work funded through a
DLCD Technical Assistance grant. Updated chapters were “Housing,” “Economy,” “Parks and Recreation,”
and “Public Facilities.” A “Waterfront Concept Plan” was added to the “Estuary and Shoreline Policies”
chapter as well. These updated chapters are more extensive than the original chapters and include updated
