It is projected that Toledo's population may more than double (to
8,106) by the year 2000. Adequately providing for urban growth at this
rate will be a continual challenge to the City. Providing the full array of urban services; supporting economic growth and diversification;
and maintaining and enhancing Toledo's "livability" will require
continual planning. It is the purpose of this document to give the City
