Received from ODOT January 2, 2007.ODOT and local governmental agencies are encouraged by Oregon Highway Plan (OHP) policy and administrative rule (OAR 660-012,731-015,734-051) to collaboratively address land use and transportation issues, especially in the vicinity of interchanges. The development of IAMPs (per OAR 734-051-0155) is one way to address these issues. This IAMP for the I-5/Beltline Interchange project has been developed in cooperation with the City of Springfield and the City of Eugene. Both cities support the project. The full construction of improvements approved by ODOT and the Federal Highway Administration (FHWA) for the I-5/Beltline Interchange project is anticipated to maintain highway performance and improve safety. This IAMP will: Protect the function of the interchange by maximizing the capacity of the interchange for safe movement from I-5 to Beltline Highway/Road; provide safe and efficient operations between connecting roadways; minimize the need for additional major improvements of the existing interchange.
