Section II sets forth the long-term goal for downtown housing along with a series of recommended actions needed to achieve that goal. Section III provides the background or framework within which downtown housing will occur: Identifying potential neighborhoods or subareas within the downtown, analyzing existing housing and residential support services, and examining potential housing sites and existing and potential structure types for downtown housing. Section IV focuses on five long-term strategies for downtown housing and provides the basis for the series of recommendations included in Section II.
