The Concept Plan follows a December 2002 decision by the Metropolitan Service District (Metro) to bring the area inside the regional urban growth boundary (UGB). Metro conditioned the land for industrial development as part of a strategy to balance the supply of land for job creation. The Concept Plan allows for flexibility in industrial development while promoting compatibility with adjacent land uses and natural resources.
