This assessment is part of a multi-year initiative to identify the policies, procedures and practices needed to stimulate closed-loop economic development through reuse, recycling, scrap-based manufacturing and bioproduct-based business enterprises throughout Oregon and the Pacific Northwest. Our first draft report focused primarily on mid-sized business opportunities in Hood River, Wasco and Sherman Counties, Oregon. Since that time, a separate report has also been prepared identifying potential small scale business opportunities.
