The Consolidated Plan attempts to coordinate planning and implementation of available housing programs and to address non-housing community development needs and assistance. An initial requirement of the Consolidated Plan is the selection of a single time frame for the CDBG, ESG, HOME and HOPWA programs. The Consolidated Plan must identify the County's housing and community development needs and formulate a long-term (3-5 year) strategy for addressing identified needs with available resources. Clackamas County prepares a Consolidated Plan for anticipated housing and community development activities every three years.
