These opportunities and constraints have been developed to address the needs of the City of Scappoose, PNWR, ODOT, and Columbia County. Through a six-month planning process, the community and its transportation service providers have crafted a preferred alternative with specific recommendations for each study grade crossing as well as several local access and circulation improvements. This final report provides the City, PNW, and ODOT with a framework for future reconstruction and development projects as well as a tool with which to leverage grants and other funding sources to complete the necessary infrastructure construction and reconstruction.
