The systems that make up the community were separated into elements under three main categories: Natural Resources, Community Resources and CommunityDevelopment. A data base for all elements was gathered, and problems and issues were identified. With the aid of the supporting data base, goals were developed. These goals state general objectives that the City would like to accomplish or work toward in the future. Policies designated to carry out the intent of the goals also were developed. Finally, implementation measures were developed.
