This TSP updates the transportation element of the Elgin Land Use Plan and replaces the 1979 Elgin Street Plan. The TSP is intended to satisfy the requirements of the Oregon Transportation Planning Rule (TPR) and implement Statewide Planning Goal 12: Transportation, which is Oregon's transportation planning law. The TPR requires local jurisdictions to coordinate land use and transportation planning, and to consider all modes of travel.
