After gathering information from the community and hosting many meetings and workshops, the City of Eugene and LTD established their goals for the site. The results of a 2019 survey reported that most requested uses from area residents included sustainable development, a farmers market, a public library, affordable housing, a public plaza, neighborhood commercial buildings, a variety of housing types, and allowing taller buildings if amenities are included within them.
