This Transportation Master Plan for the City constitutes the background report for the transportation element of the City's Comprehensive Plan. This Master Plan is based on the existing land use designations of the Comprehensive Plan. Carl Buttke, Inc., a David Evans and Associates, Inc. company, was retained by the City to complete this Transportation Master Plan. The firm of Public Financial Management, Inc. developed the funding strategies for this plan....
