The federal government requires (23 CFR Part 450) that an urban area prepare a transportation plan as a prerequisite to receiving federal aid for transportation projects. 2. A transportation plan is a planning tool used by the local governmental jurisdictions to plan and schedule transportation improvements in a coordinated fashion.
