As part of the program, meters were removed from a 12-‐block area of downtown in October 2010 in order to support businesses, encourage retail activity and attract more people downtown. This report’s aim is to understand if the parking program is achieving its intended goals, what the perceptions of the business community are about its operation, and what other impacts the parking program is having on downtown.en-USAll Rights Reserved.Free parking policyDowntown parkingEugene (Or.)University of OregonCommiunity Service CenterCommunity Planning WorkshopArchitecture & Allied Arts (A&AA)PPPM Planning, Public Policy and ManagementDowntown EugeneSEARCHING FOR A SPACE: An Analysis of Eugene’s Free Parking PolicyTechnical Report
