Adopted February 13, 2006 (per telephone conversation with City of Eugene) but "the City’s adoption of the PROS Comprehensive Plan was appealed to the Oregon Land Use Board of Appeals (LUBA) and LUBA remanded the City’s adoption. The PROS Comprehensive Plan has no legal effect as a land use plan; however, it continues to serve as the City’s aspirational and guiding parks, recreation and open space document" (per City of Eugene Web site as of January 23, 2008). The document provides an overview of the planning process and presents the City’s strategies for achieving our community vision. The comprehensive planning process included four phases: identifying community needs; creating and confirming a future vision; developing strategies to implement the vision; and obtaining approval for the plan from the City Council.
