The purpose of this working paper is to provide an update for the investments made by the FFR Program for the 2019–2021 state funding biennium as well as an assessment of the tangible and intangible impacts of those investments over the same period. Previous findings for Oregon state fiscal years (FY) 2014–2019, including a cumulative report, are reported elsewhere.
