The City of Happy Valley joined the Partnership by signing a memorandum of understanding for this project. FEMA awarded the Partnership with a grant to support the development and update of city addenda in Clackamas County, and Happy Valley’s local planning efforts began in April, 2009. RARE provided a staff person (‘RARE Participant’) to facilitate and document the city’s addendum development process.en-USHazard mitigation -- Oregon -- Happy ValleyHappy Valley (Or.)City of Happy Valley natural hazards mitigation plan addendumBook
