Received from ODOT January 2, 2007.The Oregon Department of Transportation (ODOT) and City of Roseburg (COR) have developed this Access Management Plan (AMP) for a section of OR 138E in compliance with the Oregon Highway Plan (OHP), the City of Roseburg Comprehensive Plan and other local plans and policies. The plan includes access management recommendations that balance the City of Roseburg's land use, local street, and economic development goals with State access management requirements for safe and efficient highway operations. The AMP provides a comprehensive inventory of all public and private approaches to the highway within the study area and identifies strategies that meet or improve current conditions by moving towards the appropriate access management standards.
