The plan focuses on the six-block segment of U.S. 101 from South 3rd Avenue to North 3rd Avenue. It emphasizes pedestrian and bicycle travel and parking on the west side of U.S. 101, including the Port of Tillamook Bay railroad and Miller Street areas. The plan also addresses the intersection of U.S. 101/South 2nd Avenue/Anchor Street; crossings of the railroad and U.S. 101; Pacific Street; and a new trail and bridge in the Rock Creek/State Recreation Area wayside.
