Oregon Supreme Court decisions have clarified the importance of comprehensive plans by determining that implementing ordinances must be subordinate to comprehensive plans. Because of the extreme importance of the plan to Columbia City, the planning process shall ensure that: 1. An adequate factual data base is developed. 2. A broad-based Citizen Involvement Program (CIP) is initiated. 3. Information regarding data and the draft and final adopted plan is readily available to the public.
