Access management strategies that limit the number of conflict points, separate conflicts as much as possible, reduce deceleration requirements and separate turning traffic from through traffic will all contribute to better mobility and safety on the City of Newport's roadways. The primary focus of this access management plan is on the major arterials in the City of Newport; Highway 101 and Highway 20. The plan seeks to maintain the function of these roadways as the primary through routes in the City of Newport. The Access Management Plan as detailed in the following sections, establishes policies and criteria that support this function.
