Development of methods to implement these guidelines is also required if the Plan is to accomplish the desired results. The Plan, when adopted. will provide the city with: a set of Land Use and Public Facilities Goals and Policies to guide the development and redevelopment of the city; a Comprehensive Plan Map and a set of regulations for development, including a revised Zoning Code, to carry out the Policies; a guide for the major public investments required to implement the Plan; a process for review and amendment of the Plan.
