It has been prepared to meet state and federal regulations that require urban areas to conduct long-range planning. Specifically, the TSP was developed in compliance with requirements of the Transportation Equity Act for the 21st Century (TEA-2 I), Statewide Planning Goal 12, the Transportation Planning Rule (TPR - Oregon Administrative Rule (OAR) Chapter 660, Division l2), and Oregon Highway Plan (1999). The long-range planning is intended to serve as a guide for the City of Jefferson in managing their existing transportation facilities and developing future transportation facilities.
