The Text Amendment is intended to clarify many aspects of the City's existing historic preservation regulations to establish clearer procedures and review criteria. The primary topics addressed include: establishment of a new quasi-judicial decision-making body called the Historic Resources Commission; creation of i new definitions relating to historic preservation and land use processes; clarification of existing Development District Change (Zone Change) procedures . and criteria; clarification of applicability of Historic Preservation Provisions for historic resources; clarification of Historic Preservation Permit exemptions; j update of emergency action provisions; establishment of new criteria for trees on historically-designated sites; accomplishment of procedural changes to ensure compliance with 120-day rule for local-level land use decision-making; revision of Historic Preservation Permit application requirements and review criteria; establishment of new hardship criteria for appeals; revision of demolition and moving review criteria and procedures; clarification of existing Historic!
