This study has been conducted in compliance with State of Oregon legislation requiring local jurisdictions to prepare a Transportation System Plan (TSP) as part of their overall Comprehensive Plan. Accordingly, this document is organized to provide the necessary elements for the City of Seaside to assemble its TSP. In addition, it provides Clatsop County and ODOT with those necessary recommendations for incorporation into their respective TSPs.
