The year 1998 marked the 25th anniversary of Portlandâ s Downtown Plan and the 10th anniversary of the Central City Plan. These plans set the stage for the transformation of Portlandâ s core into a vibrant city center, now recognized nationally for its attractiveness and efficient development. The year 1998 also marked the 5th anniversary of the Albina Community Plan and the 3rd anniversary of the Outer Southeast Community Plan.
