The year 1998 marked the 25th anniversary of Portlandâ s Downtown Plan and the 10th anniversary of the Central City Plan. These plans set the stage for the transformation of Portlandâ s core into a vibrant city center, now recognized nationally for its attractiveness and efficient development.
