The League contracted with the Community Service Center (CSC) at the University of Oregon to help design and conduct the survey. This is the third LOC water, wastewater and stormwater survey. The League contracted withOregon State University to conduct the first survey in 2004. With assistance from the Environment Finance Center at Boise State University, the survey was expanded in 2009 to include additional topics relative to utility operations.
