It also identifies planned transportation facilities and services needed to support planned land uses identified in the Comprehensive Plan in a manner consistent with the Transportation Planning Rule (OAR 660-012) and the Oregon Transportation Plan. More generally, this TSP helps to accomplish the following goals: assure adequate planned transportation facilities to support planned uses over the next 20 years; provide certainty and predictability for locating new public streets, roads, highway improvements, and other planned transportation improvements; provide predictability for land development; and help reduce the costs and maximize the efficiency of public spending on transportation facilities and services by coordinating land use and transportation decisions.
