The purpose of this paper is to help clarify issues for community arts managers. Gives an overview of Oregon's ventures into public financing of culture, evaluates the Oregon Cultural Trust as a planning document, and makes recommendations for how community arts administrators may interpret this information with regard to public funding in the future.
