Ag47 projects environmental assessment and finding of no significant impact

Proposes three projects. Project 1, the Ag47 timber sale, is a proposal to commercially thin approximately 432 acres. Project 2, Riparian Treatment without wood removal in the sections containing units of the Ag47 timber sale, is a proposal to create snags, CWD, wolf trees and small openings in Riparian Reserves with several small scale projects to enhance wildlife habitat. Project 3, Thomas Creek LSR Enhancement, is a proposal to improve habitat conditions by density management thinning (with wood removal) on approximately 67 acres of 40-50 year old plantations in Late Successional Reserve. Project 3 would also include other small scale treatment projects, without wood removal, adjacent to the stands proposed for thinning. FONSI finds no environmental impact statement is needed.

Baurer Road/Unger Road intersection vegetation management environmental assessment, finding of no significant impact and decision record
(2006-01) United States. Bureau of Land Management. Salem District
EA proposes project permiting Clackamas County to improve the sight distance at the approaches to the intersection of Unger and Baurer roads by cutting brush to a height of three feet, cutting deciduous trees that are six inches or less in diameter, and to cut conifer trees and stumps, identified, marked, and approved by the BLM. Trees that are over six inches in diameter that have not been identified and marked by the BLM for cutting may be limbed to a maximum height of twenty feet. All future sight distance maintenance shall be in accordance with the approved design features described below. In addition to brushing and tree removal, the County will realign the intersection to improve safety and interchange flow. FONSI finds no environmental impact statement is needed.

Beeline/McDowell Creek thinning environmental assessment and finding of no significant impact

Proposes project to thin approximately 1000 acres of mixed-conifer stands with ages ranging from 45 to 75 years old. Also includes road renovation, replacement of 17 culverts, and slash treatments.

Botkin Road and Klickitat Tie Road fish log salvage categorical exclusion review

Excludes from further environmental analysis projects removing approximately 50 pieces of fallen timber across or adjacent to the existing road network. Maps 1 and 2 indicate known sites where logs are available for removal. For site 1, in addition to tree across the road, remove up to 7 fallen dead trees from adjacent stand. Logs would be transported to a staging area, either at North Fork Alsea Hatchery or Harlan, for eventual use in aquatic restoration projects.

Canyon Creek salvage environmental assessment and finding of no significant impact

EA proposes to remove a portion of recently blown down trees within 50 and 100 year-old stands in AMA (Adaptive Management Area) and RR (Riparian Reserve) LUAs (Land Use Allocations) within the NCRAMA (North Coast Range Adaptive Management Area). The project proposes to remove a portion of these trees to reduce the risk of the population build-up in bark beetles, and the resulting infestation of adjacent healthy trees, as well as reduce the likelihood of fire killing the remaining live trees by meeting a need to reduce high surface fuel loadings. FONSI finds no environmental impact statement is needed.

Canyon Creek salvage final decision and decision rationale

Announces decision implementing project removing a portion of the blow down and damaged trees within Adaptive Management Area and Riparian Reserve Land Use Allocations (LUAs) to reduce the potential for bark beetle infestations. The proposed action will also decrease overall fire hazard and resistance to control the spread of fire and allow the timber sale purchaser of Canyon Creek Thinning (OR-080-05-301) to complete the site preparation contract requirement. A timber sale will be offered in fiscal year 2007. Trees will be ground based yarded on approximately 14 acres.

Cascades Resource Area soil rehabilitation decision record

The project will be designed to break up compacted soils, promote infiltration of precipitation, and provide suitable soil structure for reestablishing native vegetation and proper functioning drainage patterns on degraded trails.

Cherry Grove Timber Co. reciprocal right-of-way agreement and G.F. Koennecke right-of-way agreement amendment environmental assessment, finding of no significant impact, and decision record

The first part of the proposed action is to enter into a new reciprocal ROW agreement with Cherry Grove Timber Company. BLM would commit public lands lying in the N 1/2 NW 1/4 of section 33 in T1S, R5W to the agreement. Cherry Grove Timber Company would commit all lands in the S 1/2 of section 28, T1S, R5W to the agreement (Figure 1). The new ROW agreement is a discretionary action. The second part of the proposed action is to amend certain United States and permittee owned lands into G. F. Koennecke ROW agreement S-755. The proposed action also includes the use and maintenance of these roads by BLM and Darinda Chambers for forest management activities such as log and rock hauling and administrative access to their lands.

City of McMinnville right-of-way (S-837) agreement environmental assessment, finding of no significant impact, and decision record

The Proposed Action is to amend certain United States controlled roads into the City of McMinnville Right-of-Way Agreement OR045530 (S-837). BLM would commit existing road 3-6-13 lying in sections 13 and 15, road 3-6-15.3 lying in section 15, and road 3-6-15.1 lying in section 15 of T3S, R6W, Willamette Meridian (Figure 1). The Proposed Action also includes the use and maintenance of these roads by the City of McMinnville for forest management activities such as log and rock hauling and administrative access to their lands. This amendment is a discretionary action.

Clackamas County communication use lease environmental assessment and finding of no significant impact

Clackamas County has applied to the Bureau of Land Management (BLM) for a Communications Use Lease to construct and operate a telecommunications facility on BLM-administered lands in an effort to greatly improve county communication systems for emergency services (police, fire, and rescue). The proposed telecommunications project is located approximately 1.5 miles north of U.S. Highway 26 and the Brightwood area. This environmental assessment discloses the predicted environmental effects of three alternatives: the Proposed Action (with lattice tower), one action alternative (with monopole tree tower), and the No Action alternative. The Proposed Action is for BLM to issue a communication use lease that would authorize Clackamas County to construct a telecommunications facility that consists primarily of a 70-foot tall lattice-type telecommunications tower, an equipment shelter at the base of the tower, and a surrounding fenced compound. The tower and supporting infrastructure would require a 3,520- square fenced compound and would be accessed by an existing road. In the Action Alternative, the telecommunications tower would be a monopole disguised to look like a tree.

Cold Springs late successional reserve enhancement environmental assessment and finding of no significant impact

EA proposes two projects within the Luckiamute River Watershed. Project 1 (Density Management) is a proposal to enhance conditions for the development of late seral forest habitat on approximately 175 acres of early to mid seral forest land. Project 2 (Snag/Coarse Woody Debris Creation) is a proposal to create snags/coarse woody debris for terrestrial and botanical habitat improvement on approximately 7 acres of mid seral forest land. The actions would occur within Late-Successional Reserve (LSR) and Riparian Reserve (RR) Land Use Allocations (LUAs) within the North Coast Adaptive Management Area.

Project 2 (Meadow Restoration) is a proposal to restore four small meadows by felling selected conifers. Project 3 (Coarse Woody Debris/Snag Creation) is a proposal to create down wood and snags on approximately 172 acres adjacent to the proposed density management area for terrestrial habitat improvement. The actions would occur within Late-Successional Reserve (LSR) and Riparian Reserve (RR) Land Use Allocations (LUA) within the North Coast Adaptive Management Area. FONSI finds no environmental impact statement is needed.

Condenser Peak LSR enhancement projects 2 and 3 final decision and decision rationale

Announces decision to implement two proposed projects. Project 2 will restore four small mesic meadows. It would cut or girdle most conifers in 4 meadows, and would thin conifers within approximately 100 feet of the meadow edges. Meadows vary in size from 1/2 acre to 2 1/2 acres. A minimum of 100 square feet of basal area would be maintained in thinned areas around the meadows and trees felled or girdled would be suppressed, intermediates and codominants, leaving the largest trees standing. Project 3 will enhance habitat for wildlife species that are associated with late-seral forest habitats and CWD by creating CWD and snags in areas adjacent to Project 1. Trees would also be felled into area streams to enhance stream structure. The proposed treatment area is approximately 172 acres.

Donald Z. Kessi North Fork amendment to right-of-way agreement S-23 environmental assessment, finding of no significant impact, and decision record

Proposes and approves permit to provide legal access to intermingled BLM-managed lands and Donald Z. Kessi (Kessi) owned lands for the purposes of forest management and the removal of timber and other forest products. Regulations at 43 CFR 2812.3-1 allow the authorized officer to require reciprocal access across Permittee's land as a condition precedent to granting access across public lands. The United States has identified Permittee land necessary to provide access to public land in the vicinity of Alsea, Oregon.

East Fork Nehalem project decision record

Announces decision to implement a multi-year fish and wildlife habitat enhancement project within the East Fork Nehalem watershed. The project includes fish habitat enhancement on a total of approximately 7.8 miles of stream, wildlife habitat enhancement on approximately 216 acres, riparian planting on approximately 10 acres, and fish passage work at two culverts. Project actions on BLM land would be in the Riparian Reserve land use allocation (LUA). Project actions would also occur on private and private industrial land in cooperation with the land owners.
