The policies in the Comprehensive Plan involve a commitment by the County to responsible management of the county’s land use and resources. The policies are implemented by a variety of tools including the Benton County Development Code, the Urban Fringe Management Agreements, Area Plans (such as the North Corvallis Plan), and other plans and projects. The plan ... while an update of the previous plan, is essentially a new document. Some of the original Comprehensive Plan policies have been retained or revised, and some of the original background information has been used. However, the Value Statements, the Benton County goals, and most of the policies and findings are new – developed during the 2004-2006 update. The purpose of this plan is to provide a comprehensive policy framework for decisions regarding protection, restoration, and public use of the approximately 147-acre Jackson- Frazier Wetland a portion of which is managed by the Benton County Natural Areas & Parks Department. The first management plan for the wetland was prepared in 1992 by a citizen task force at the request of the Benton County Board of Commissioners. That initial plan was written in response to what was one of the first challenges to Oregon's land use planning requirements to protect "Goal 5: Significant Natural Resources." The 1992 management plan is formally part of the Benton Comprehensive Plan, and, likewise, this revision should become part of the updated Comprehensive Plan. [From the Plan]

Benton County : Natural hazard mitigation plan

This Multi-Hazard Mitigation Plan for Benton County, Oregon covers each of the major natural and human-caused hazards that pose risks to the County. The primary objectives of this Mitigation plan are to reduce the negative impacts of future disasters on the community: to enhance life safety, increase public awareness, protect natural systems, and build partnerships. [From the Plan] This Natural Hazard Mitigation Plan was developed through a regional partnership funded by the Federal Emergency Management Agency's (FEMA) Pre-Disaster Mitigation Competitive Grant Program. The Mid/Southern Willamette Valley Region grant was awarded to support the development of natural hazard mitigation plans for communities in the region. The county utilized a planning process, plan framework, and plan development support provided by the Oregon Natural Hazards Workgroup (ONHW) at the University of Oregon’s Community Service Center.

The 1995 Benton County Parks System Comprehensive Plan recommended expansion of existing and future recreational opportunities within the County, and for several years Benton County Parks has been working to develop trails in collaboration with volunteers, landowners, nonprofit groups, and partnering agencies. The development of this Trail System Plan, as an addendum to the Parks System Comprehensive Plan, will provide additional structure as a management tool to guide trail prioritization, development, and maintenance. The TPR [State of Oregon Transportation Planning Rule] not only stipulates that modal plans be developed for roadway, bicycle, pedestrian, public transit, air, rail, and pipelines, but also provides the blueprint for how the analysis should be approached. It suggests the following sequence for the analysis of each mode: Inventory of the existing system; Performance evaluation of the existing system; Identification and consideration of mitigation measures; Establishment of current needs; Forecast of future (20-year) travel demand; Performance evaluation of the future system; Identification of alternative mitigation; Selection of a preferred improvement plan; Consideration of the financial feasibility.
