Item Open Access Coos County Emergency Management Strategic Plan(Community Service Center, University of Oregon, 2013-11) Meltzer, Nick; Bruce, Josh; Hammons, Hagen; Allison, Sarah; Card, JeramyA Community Planning Workshop (CPW) team of four graduate students worked under the direction of a faculty manager to facilitate this planning process. The student team conducted research, facilitated meetings with local steering committees and prepared the final plans and project reports. This project was completed in collaboration with the Oregon Partnership for Disaster Resilience (OPDR). This strategic planning process evaluated Coos County EM’s core mission areas - Planning, Organization, Equipment, Training, and Exercises (i.e. the POETE framework) - against available and forecasted resources. The resulting strategy outlines how the county will sustain EM capabilities through an action plan informed by the processes, stakeholders and influences that drive local Emergency Management.Item Open Access Keeping Local Economies Safe: The Role of Economic Development Plans in Hazards Resilience(Department of Planning, Public Policy & Management, University of Oregon, 2015-06) Allison, SarahWhen communities suffer the impacts of a natural disaster, damage to the local economy can keep the community in a state of crisis long after the disaster itself. Although this threat has considerable implications for communities, it is unclear which organizations or entities have the responsibility and capacity to address economic vulnerability to hazards. Economic development and emergency management are often isolated from each other, resulting in emergency plans that do not serve the business community as well as they might otherwise, and economic development plans that do not address business needs related to disasters. One way to think about strengthening the local economy and reducing its vulnerability to disruption from hazards is through the lens of resilience, or the ability of a system to anticipate, absorb, recover from and adapt to stresses. This study explores the potential role of economic development plans in addressing the resilience of local economies to natural hazards. Through the evaluation of ten economic development plans from a three-‐county region and supporting interviews, this study analyzes how well economic development plans currently address economic resilience to hazards, and how they might address it in the future. The results indicate that economic development plans have an overall existing alignment with resilience principles that can be built upon both within the plans themselves and through supporting activities.Item Open Access The Nicolai Site Redevelopment Plan: Four Visions(University of Oregon, 2012) Allison, Sarah; Ludington, Stacy; ; Margerum, Richard; Parker, Robert; Hibbard, MichaelIn the fall term of 2012, graduate students in the Department of Planning, Public Policy and Management (PPPM) at the University of Oregon developed concept plans for an industrial site in Springfield, Oregon. The students were asked to develop a long-term plan for this property, taking into account the context of the neighboring areas and the city as a whole. These plans were to address land use, transportation, economic development, and other factors by considering site layout, building footprint options, and circulation as urban design concepts. Students were divided into four teams. Each team developed a final report detailing their recommendations. This report is a concise summary of those recommendations.
