    The City Center Urban Renewal Plan (the â Planâ ) contains goals, objectives and projects for the revitalization of the City Center Urban Renewal Area (the â Areaâ ). The Area, shown in Figure 1, is predominantly zoned for commercial use, encompassing lands in Tigardâ s Central Business District, General Commercial District and Professional Commercial District.
