The purpose of the Umatilla County Westland Road /I-84 /I-82 Interchange Area Transportation
Plan is to supplement and refine the Umatilla County Transportation System Plan in the project
planning area. The goal of the project is to develop a sub-area study that addresses the specific
land use and transportation issues in the Westland Road /I-84 /I-82 interchange area. The result of
the project will be a list of transportation improvements needed to support the 20-year
