It addresses all phases of land use and resource utilization and applicable statewide planning Goals adopted by LCDC. Its aim is to guide land use and development in the County until 2025, while recognizing that periodic review and amendment will be necessary to address changing conditions. The goals and policies in the Comprehensive Plan are aspirational and are not intended to be mandatory approval criteria. The goals and policies are implemented through other measures, primarily by regulations in the Zoning Ordinance. All land use regulations adopted by the County must be in compliance with the Comprehensive Plan. The purpose of this plan is to enable Jefferson County to comply with the requirements of the Oregon Transportation Planning Rule (OTP), and to guide transportation and land use planning decisions within the county over the next 20 years. The plan includes specific recommendations on transportation improvements to improve the operation and safety of the existing transportation network within Jefferson County. This transportation system plan (TSP) will guide the management and development of appropriate transportation facilities within Jefferson County, incorporating the county’s vision, while remaining consistent with state, regional, and local plans. This plan provides Jefferson County with the necessary elements to be adopted as the transportation element of the Comprehensive Plan. This planning process also developed updated language for county ordinances to implement the TSP and comply with current state land use and transportation rules. In addition, this plan provides ODOT and other agencies with recommendations that can be incorporated into their respective planning efforts. [From the Plan]
