Key issues include the effects continued mining would have on the water quality of Granite and Clear Creeks, listed on Oregon's 303(d) list of impaired waters, and their tributaries, as well as the threat to bulltrout, redband trout and anadromous fish species in poor to fair habitat conditions. Includes identification of needed and unneeded roads, identification of road-associated environmental and public safety risks, identification of site-specific priorities and opportunities for road improvements and decommissioning, identification of areas of special sensitivity and/or unique resource values, and any other specific information that may be needed to support project-level decisions that would be completed at the watershed or project scale rather than the forest scale.Item Open Access Wildcat fuels reduction and vegetation management project environmental assessment(2008-03) Heppner Ranger District (Or.)Proposes vegetation and fuels management on about 13,900 acres to improve the health, and vigor of the upland forest, and reduce the potential for future fires of uncharacteristic effects in upland forests through the reduction of hazardous fuels and reduction of ladder fuels. Vegetation management treatments include commercial thinning of about 2,218 acres, mechanical fuels treatment of 2,113 acres of standing dead and downed woody material and reduction of conifer regeneration resulting from the late 1980s and early 1990s spruce bud worm outbreak, noncommercial thinning of about 1,186 acres and treatment of surface fuels on about 10,288 acres. Maintenance of existing roads (39 miles of open and 41 miles closed), construction of a new system road for 2.2 miles, obliteration of 2.4 miles, and construction of about 3.6 miles of temporary road would be required for access and haul purposes.
