Development Commission (commission) in bringing the long-term economic goals of the county
to fruition. It provides insight into the strengths, weaknesses, opportunities and threats that exist
in Wasco County and looks at how to proceed with economic development in a positive manner.
This plan also serves as an action document for economic activity in Wasco County and

The intent of the plan is to establish a single, coordinated set of
policies which will act to provide for orderly development of Wasco
County. These policies will give a direction to planning, establish
priorities for action, serve as a basis for future decisions, provide a
standard by which progress can be measured, and promote a sense of
