They include two components: a zoning ordinance and a subdivision ordinance, which may be adopted and published as separate documents under their own titles.     The City of Boardman, in conjunction with Morrow County and the Oregon Department of Transportation (ODOT), initiated a study of the city's transportation system during the summer of 1998. The purpose of this study was two-fold: to guide the management and development of appropriate transportation facilities; and to incorporate the vision of the community into a land use and transportation system that addresses both the potential for infill and redevelopment strategies and the multimodal needs of the community.
