Given Newberg’s relatively close proximity to the Portland area’s employment centers, it is possible that the percentage of Newberg residents commuting outside of the community for work is higher that Yamhill County as a whole. The housing construction boom in Newberg in recent years in contrast to the limited commercial/industrial growth would indicate that this is the trend for Newberg. [From the document]

The ADA/Pedestrian/Bike Route Improvement Plan (referred to as "the Plan") identifies the primary critical routes between residential, commercial, and industrial areas that have service gaps and deficiencies for ADA accessibility, sidewalks, and bicycling infrastructure. The primary goals of the Plan [are] to: (1) develop a prioritized list of improvement projects along the identified critical routes that will address these gaps and deficiencies; (2) determine the cost of constructing the improvements as well as identifying funding sources to finance the improvements; and (3) layout a timeline to complete the needed projects. Demands on the sanitary collection system are expanding as Newberg’s population grows. Land use and population have changed substantially since the preparation of the Sewerage Master Plan in 1985. Then, the City’s population was approximately 12,000. Since then the City has experienced an average growth rate of approximately 2.6 percent with a 2007 population of over 21,000 people. This Sewerage Master Plan Update (SMPU) provides capital improvement and maintenance program recommendations for improving sanitary collection system service and for addressing the future needs of the system through the planning horizons of 2025 and 2040. The Specific Plan establishes a framework plan for land use, streets, and utilities for the approximately 284-acre parcel located southeast of the Springbrook Road / Highway 99W intersection. Land uses for the property will be mixed. A range of housing opportunities will be provided. Residential facilities may include apartments, single family attached housing, duplexes, and single family detached homes.
