Woodburn : Comprehensive plan

This Plan was developed during the period from December 1976 through March 1981. It was revised through the Periodic Review process in 1988-1989 and was amended again in 1996. It is intended to guide the development and redevelopment of Woodburn for the next 20 years. Hopefully, through following the Plan the City will maintain and enhance the present quality of life enjoyed by the approximately 16,000 people who call Woodburn their home. The Plan is also intended to comply with the requirements of state law, the Land Conservation and Development Commission Goals and Guidelines. The Plan is also intended as an informational and data source to persons unfamiliar with Woodburn or who wish to find out more about the City, and to act as an educational document for City Council members, Planning Commission members, staff and other interested parties. Woodburn : Transportation system plan

The plan has a planning horizon to the year 2015, and represents for the first time a comprehensive, multi-modal transportation plan to guide transportation investment in the City over the next 20 years. As an input into the plan, an assessment of existing conditions was conducted, as well as an assessment of highway and transit system alternatives, and potential financing mechanisms. To aid the alternatives analysis and plan development, an updated year 2015 traffic forecasting model was developed, using year 2015 population and employment projections. The highway system alternatives analysis, in addition to a no-build alternative, focused on an assessment of three 1-5 access alternatives: 1. develop a split diamond interchange; 2. develop a second interchange at Butteville Road; and 3. improve the existing interchange, including an option to convert to a partial cloverleaf configuration. Woodburn : Transportation system plan

The city of Woodburn (City), in conjunction with the Oregon Department of Transportation (ODOT), initiated an update of the City's 1996 Transportation System Plan (TSP) in 2002. The City of Woodburn Comprehensive Plan is currently undergoing periodic review as required by state law. Updating the transportation element (Goal 12) of the Comprehensive Plan is Task 3B of the Period Review. In addition to fulfilling the periodic review requirements, planning for near- and long-term transportation system needs is a priority for the City. [From the Plan]

The chief purpose of the IAMP is to: protect the function of the reconstructed interchange to serve statewide and regional travel through the 2025 planning horizon; minimize the probability of needing additional major improvements to the reconstructed interchange through the 2025 planning horizon. The IAMP will achieve this purpose by: helping to ensure that the land uses in the vicinity of the interchange around I-5 and Oregon highways 214 and 219 develop as forecast in the 2005 Woodburn Comprehensive Plan and Transportation System Plan updates; providing for safe and efficient operations along Oregon 214 and 219 and on connecting roadways by establishing access management and local connectivity objectives.
