The primary objectives of the Bend Central Area Plan (CAP) are fourfold. First and foremost, the CAP is a central area “improvement” plan, one that builds upon the good “bones” of the current Historic Downtown Core area, and upon the sound foundation of community-based planning for the area. Second, the CAP is intended to serve as the “master conceptual plan” for the Central Area, including the identification of central neighborhoods and the Third Street Reinvention. Third, the CAP is intended to correspond with the objectives of the Bend Vision 2030 Plan, as that plan designates Bend’s downtown area as a vibrant multi-use area. Finally, the overarching objective of the Plan is to ensure that the Bend Central Area will serve the community and region’s future needs for an active, mixed-use urban area. [From the Plan]

The City of Bend is the provider of wastewater collection and treatment service within the City of Bend Urban Growth Boundary (UGB). The 2006 Collection System Master Plan was developed in cooperation with the City of Bend Public Works Department to develop the roadmap for providing service to all existing users, existing developed areas that have not yet been connected to the system and for new development. This includes areas outside of the UGB but within the Urban Reserve Area (UAR). [From the Plan]

The Plan consolidates into a single document the previously separate planning and application requirements for Community Development Block Grants (CDBG), Emergency Shelter Grants (ESG), the HOME Investment Partnerships Program, Housing Opportunities for People with AIDS (HOPWA) funding and the Comprehensive Housing and Affordability Strategy (CHAS). Consolidated Plans are required to be prepared every three to five years; updates are required annually. The purpose of the Consolidated Plan is: 1. To identify a city or state’s housing and community development needs, priorities, goals, and strategies; and 2. To stipulate how funds will be allocated to housing and community development activities. This report is the 2004-2009 five-year Consolidated Plan for the City of Bend. The TSP provides city of Bend compliance with the requirements set out in Oregon Administrative Rule: 660-12. This is otherwise known as the Transportation Planning Rule (TPR). The TPR requires that the City develop a multi-modal transportation planning strategy that will reduce principal reliance on the automobile. In 1998, the City updated its comprehensive planning document: The Bend Urban Area General Plan as a part of the Cityâ s obligation to meet these requirements. The Bend Urban Area Transportation System Plan includes other recommended changes to the General Plan and local land use Ordinances that will further provide transportation planning policy and codes that will help to fulfill the direction of the TPR. Bend : Water management and conservation plan

The City is submitting this Water Management and Conservation Plan (WMCP) in accordance with Oregon Administrative Rules Chapter 690 Division 86 and Division 315. This WMCP: 1) is an update to Bend’s expired 1998 WMCP as required by Division 86 Rules, 2) satisfies a condition placed by the Oregon Water Resources Department (WRD) on a permit extension application related to the City’s Lava Island water right, and 3) would also fulfill any Division 86 requirements associated with the submittal of any new water right permit applications that may occur during the time period covered by this plan.
