The purposes of this assessment are to: inform local government staff, elected officials and interested citizens about the current condition of key aquatic and riparian indicators relative to historic conditions; assist MECT agencies with preparation of an action plan for habitat conservation, enhancement, and restoration planning for aquatic and riparian resources, and fishes listed under the federal Endangered Species Act; provide preliminary site-specific recommendations for protection, restoration, and enhancement of habitat; [and] identify key gaps in information and monitoring related to these resources. The Eugene-Springfield Metropolitan Area General Plan is the official long-range general plan (public policy document) of metropolitan Lane County and the cities of Eugene and Springfield. Its policies and land use designations apply only within the area under the jurisdiction of the Plan. The Plan sets forth general planning policies and land use allocations and serves as the basis for the coordinated development of programs concerning the use and conservation of physical resources, furtherance of assets, and development or redevelopment of the metropolitan area. Eugene : I-5/Beltline interchange project

ODOT and local governmental agencies are encouraged by Oregon Highway Plan (OHP) policy and administrative rule (OAR 660-012,731-015,734-051) to collaboratively address land use and transportation issues, especially in the vicinity of interchanges. The development of IAMPs (per OAR 734-051-0155) is one way to address these issues. This IAMP for the I-5/Beltline Interchange project has been developed in cooperation with the City of Springfield and the City of Eugene. Both cities support the project. The full construction of improvements approved by ODOT and the Federal Highway Administration (FHWA) for the I-5/Beltline Interchange project is anticipated to maintain highway performance and improve safety. This IAMP will: Protect the function of the interchange by maximizing the capacity of the interchange for safe movement from I-5 to Beltline Highway/Road; provide safe and efficient operations between connecting roadways; minimize the need for additional major improvements of the existing interchange. Eugene : Public facilities and services plan

A public facility plan, as defined in OAR 660-11-0005 (1), is “a support document or documents to a comprehensive plan. The facility plan describes the water, sewer and transportation facilities which are to support the land uses designated in the appropriate acknowledged comprehensive plans within an urban growth boundary containing a population greater than 2,500. Certain elements of the public facility plan also shall be adopted as part of the comprehensive plan, as specified in OAR 660-11-045.”

Eugene Springfield multi-jurisdictional hazards mitigation plan

Eugene and Springfield jointly developed this Natural Hazards Mitigation Plan in an effort to reduce future loss of life and property resulting from natural disasters. It is impossible to predict exactly when these disasters will occur, or the extent to which they will affect these cities. However, with careful planning and collaboration among public agencies, private sector organizations, and citizens within the community, it is possible to minimize the losses that can result from natural disasters.

Eugene-Springfield : Comprehensive plan (2004)

Pursuant to ORS 197.610-650, local governments are required to update their comprehensive plans and land use regulations through the Periodic Review process in order to bring plans into compliance with new state law and administrative rules and to ensure that the plans address changing local conditions. The DLCD initiated the first Periodic Review of the Metro Plan and land use regulations on June 28, 1985. The second Periodic Review process was initiated in May 1995. This Metro Plan is also subject to citizen- and government-initiated amendments which are incorporated into the document via Metro Plan replacement pages. Eugene-Springfield : Consolidated plan

The Consolidated Plan is an inter-jurisdictional effort to identify needs and formulate a five-year strategic plan with objectives and outcomes that address needs for housing, homeless, and community development. This Consolidated Plan covers the five-year period beginning July 1, 2005 and ending June 30, 2010 (fiscal years 2006 through 2010). The Consolidated Plan is a US Department of Housing and Urban Development Department (HUD) requirement for both the Cities of Eugene and Springfield to receive Community Development Block Grant (CDBG) funds and for the Eugene-Springfield Consortium to receive HOME Investment Partnerships Program (HOME) funds, and American Dream Downpayment Initiative (ADDI) funds, with the City of Eugene serving as the lead agency. It is also a requirement of Lane County to receive Emergency Shelter Grant (ESG) funds. [From the Plan]

Eugene City Council adopted Ordinance No. 20377 amending the Eugene-Springfield Metropolitan Area General Plan (Metro Plan) diagram to amend the Metro Plan designation and zoning of the property known as the Oregon Motor Pool Site (Map 17-03-3044 Tax Lot 8900). The ordinance specifically amends the Metro Plan designation for the subject parcel from High Density Residential/Mixed Use/Nodal Development Designation to Commercial/Nodal Development Designation; and rezones the subject parcel from l-2fTD LightMedium Industrial with Transit Oriented Development and Nodal Development Overlay Zones to C-2/TD/ND Community Commercial with Transit Oriented Development and Nodal Development overlay zones.

The applicant applied for a Zoning Map Amendment concurrently with a Metro Plan / Refinement Plan map Amendment (LRP2007-00013). The applicant proposed to rezone the subject properties from Light Medium Industrial (LMI) to Community Commercial (CC). The City Council voted unanimously to approve the proposal on July 16111, 2007. The adpoted Ordinance has an effective date 30 days after the Council voted for approval.

The cities of Eugene, Springfield and the County of Lane adopted new, coordinated population forecasts for the two cities and metropolitan urban areas by amending Chapter I, Introduction Purpose Section of the Eugene-Springfield Metropolitan Area General Plan. The new population forecasts included the years 2010-2030 and the individual years 2031,2032, 2033, and 2034 and 2035.
