The following key projects emerged as elements to be addressed through the Master Plans: improving crossing of the Willamette River; providing bicycle parking at the Multi-Modal Transit Center; implementing master plans for Boones Ferry, Villebois, Montebello, and Canyon Creek parks; and improving Town Center Loop. The Coffee Creek Industrial Area is being planned in two parts, including a Master Plan (this document) with a detailed strategy for urbanizing the area South of Day Road, and a separate Concept Plan north of Day Road for long-range planning. Following this introduction, the text of the Plan is presented in four major sections that provide a framework for land use decisions. The four sections are: A. Citizen Involvement – this section describes the City’s on-going citizen involvement program. B. Urbanization – this section defines where and when urban level development will be permitted and recognizes Metro’s authority relative to the regional urban growth boundary. C. Public Facilities and Services – this section determines what facilities and services must be available to support urban development, and therefore, further defines when development can occur. D. Land Use and Development – this section determines future zoning and how a parcel of land may be developed. It provides basic standards for residential, public, commercial, and industrial uses and establishes general planning districts for each of these types of uses. A portion of Old Town includes properties previously master planned as "Wilsonville Square 76." As a result of the West Side master planning effort, additional emphasis has been placed on creating an Old Town District (through overlay zoning), and reinforcing the appearance of the City's historic beginnings. The purpose of the Old Town Overlay Zone is to reinforce the appearance of the City's historic beginnings and to create a unique commercial main street. The Old Town District is envisioned as a modern representation of the community's past, and is intended to promote compatibility of commercial designs with Old Town residential development and to create a functional main street. Both the Bicycle and Pedestrian Master Plan and the Transit Plan analyze the location of sidewalks in relation to transit stops, and prioritize sidewalk infill projects that enhance the ability of citizens to access transit. Over the next few years, the transit system will add more service as commuter rail arrives in Wilsonville, creating a hub at the Barber Street Station and connecting to other communities. The Villebois Village Master Plan affects an estimated 480-acre area identified on Figure 1 – Land Use Plan as the “Village Area Boundary.” The Villebois Village Master Plan is intended to implement the Villebois Village Concept Plan and serve as a basis for Village zone development standards. These standards in turn direct development through the build-out period of the Concept Plan. The Villebois Village Master Plan provides a detailed analysis of the framework systems identified in the Concept Plan, including the land use program, parks and open space system, utilities framework and circulation system. Consistency of these elements with the relevant system Master Plans is shown in the Villebois Village Master Plan. The scope included tasks to: review and develop forecasts of population and water demands; develop planning criteria to be used in evaluating the existing system and future system expansions; evaluate the existing system for deficiencies compared to the planning criteria; develop a source of supply strategy; identify the system improvements needed to support anticipated growth and development and provide means to anticipate system improvements before growth is constrained; prepare a Capital Improvement Program based on the evaluation of existing and future facilities. The Area is located within the Wilsonville Urban Growth Boundary (see Figure 1) and contains land inside and outside of the current city limits. The City intends to annex the parts of the Area currently outside city limits prior to development, and urban zoning will not be applied to these areas until annexation occurs. The Area includes the site of the former Dammasch State Hospital which, along with adjoining property, will be redeveloped as a primarily residential mixed-use "urban village." The Area also includes land south of Wilsonville Road and immediately west of the Burlington Northern Railroad tracks and Wilsonvilleâ s Old Town. This area is to be developed for residential and industrial uses.
