dc.description.abstractThis paper asks the question, "Should the threat of dwindling fossil fuel resources influence master planning design decisions at the Willamette Falls? More specifically, should programmatic choices be swayed towards providing for local needs in light of this threat?" Looking at the economic model that defines our global market, I propose that planners should take into account our finite amount of natural resources by including in their plans program that strengthens local economies and communities.en
