Abstract
In 2003, the City of Springfield initiated a project to develop a comprehensive stormwater facilities master plan (SWFMP). In the absence of this plan, the City has typically been designing and constructing facilities for treating and conveying stormwater runoff on an individual development or site by site basis. In addition, as is typical for nearly all cities, most of the City of Springfield’s stormwater collection and conveyance system was historically designed and built with the sole objective of addressing flooding issues. The purpose of this document is to provide a guide to plan for more comprehensive, efficient, and multi-objective management of the City’s stormwater system.
