Abstract

This Comprehensive Plan is the public's conclusion about development and conservation of the County's resources, public facilities and services until the year 2000. This plan, adopted by the Board of Commissioners, is intended as an all-inclusive plan for Columbia County....The purpose of planning is to guide the public decisions that impact facility construction or the use of resources. The plan is a document upon which public agencies, private firms and individuals must be able to rely so that their decisions can be made with confidence. The plan is the basis for other public implementation actions, such as zoning and subdivision regulation, which must be consistent with the overall need and concerns reflected in the plan.
