Abstract
The City of Tigard proposes to amend Comprehensive Plan Policy 10.2.1 as directed by City Council to make explicit that annexation is required before property within its Urban Services Area, but outside the City limits, can receive city services. These changes also ensure that all policies in the Comprehensive Plan are consistent with City/County Agreements.
