| dc.description.abstract | The County of Morrow has prepared this Transportation System Plan (TSP) as part of their overall Comprehensive Plan as required by Oregon Revised Statute 197.712 and the Transportation Planning Rule (TPR) OAR 660 Division 12 developed by the Department of Land Conservation and Development (DLCD). The TPR and its provisions are designed to encourage the development of a planning process that allows development of future transportation facilities, protect the operation of existing and future transportation facilities, coordinate the review of land use decisions, and promote safe and convenient pedestrian and bicycle circulation. This plan is intended to guide transportation system development for the next 20 years.
