dc.description.abstract | The purpose of this project is to gain a better understanding about how the Forest Service uses best value and government estimates in contract awards. Specifically, this paper analyzes evaluation criteria and proposal- rating documentation, calculates the frequency of awards to the lowest price offer and the highest ranked non-price offer, and compares the government estimate and award prices.
