Abstract

The purpose of this paper is to examine similarities and differences between treatment of forest workers and small and disadvantaged businesses performing the same work in Oregon: a.) under existing federal pathways for accomplishing forest restoration work, and; b.) under the Good Neighbor Authority pathway, which allows for the use of state procurement law to accomplish work on federal land.
